This program provides a focused overview of Ohio’s legally mandated triennial property value update, explaining why Franklin County must conduct the process under the state constitution and statutory six-year reappraisal cycle, how the triennial functions as a sales-based statistical adjustment rather than a full reinspection, and how the Ohio Department of Taxation oversees compliance and uniformity. It then examines Franklin County’s 2023 Reappraisal in detail, highlighting projected value changes across different market areas, comparing appreciation patterns among urban, suburban, and rural neighborhoods, and placing the 2023 shifts in the context of historic value trends and the extraordinary real estate market activity from 2020 through 2023.
This program will examine the following:

- Give projections for various areas of Franklin County and talk about historic value shifts over the years but definitely specific to 2023 Reappraisal
Speakers:
PR Casey is General Counsel and Deputy Chief of Staff over Appraisal to the Franklin County Ohio Auditor. He has successfully combined his interest in government and law into a public service career for over twenty years. P.R. has actually served in counsel roles for all three branches of state government in Ohio, including the Supreme Court, Department of Education and Senate. Prior to attending law school at, The Ohio State University, P.R. began his public service career working as a legislative aide to the late Honorable John D. Dingell, U.S. House of Representatives.
Steve Jarrell
Steve Jarrell currently serves as Deputy Auditor over Real Estate for the Franklin County Auditor’s Office. Steve has been with the organization since 2019 and before assuming his current position he served as Real Estate Director. Steve earned his JD from Capital University Law School and his B.B.A. from Marshall University. He is an experienced attorney having worked as an assistant attorney general in West Virginia and as a private practitioner.
Gary Smith
Gary Smith is Chief Appraiser for the Franklin County Auditor’s O??ice and has served in that role for over 18 years. He earned his BA from Hiram College and is a Ohio General Certified Real Estate Appraiser.
